Property dispute

It's complicated but I'll try to be concise.
My father owned property from the 1950's - he was Dutch/Indonesian. His properties (several) are subject of dispute between the city of Surabaya and the land mafia. The city of Surabaya claimed ownership but it was denied in court cases from 2006 2008 2010 - the court deemed my father as the owner. The land mafia have made false documents saying they own the property by some agreement. Not so. I need a decent lawyer/advocate to represent my families interest but so far seem to come across only those in using power of attorney to sell to the mafia. Are there honest lawyers /advocates in Surabaya. The dispute over one property is often in the papers.
