3 years rule - change of owner duty free car

Hi everyone
I heard from colleagues that there is a rule that a duty free car, imported by a diplomat has to be in his/her possession for at least 3 years before a new buyer can register (also duty free) this imported car Does anybody know anything about that?

I understood that if the duty free (diplomatic) vehicle is disposed of locally, duty becomes payable at that point.  The KRA website appears to confirm this.  The only way, as far as I know, that you can delay paying duty is by not registering the change of ownership, which isn't strictly legal! 

I don't know of any 3 year rule which might lead to duty exemption for the new owner.  Perhaps you should check with KRA?
