You need to go out and find places where the people are.
There is a million possibilities.
For example, you could join sports clubs or other recreational organisations, attend Volkshochschule classes, or just meet others in a pub or beer garden. A gopod source of contacts is also your colleagues at work, or friends of friends. Try to attend as many social events as you can!
