new iqama after transfer

I have transferd my iqama to a company but at the the time of transfer my iqama was expired and after transfer i have submitted all the fees almost 3 weeks before.

Still i have not recieved my new iqama and when i contact the HR department they told me that your iqama will come through post and u cant join untill your new iqama arrived.

I heard that after transfer the mandob will go to jawazat office and will replace the iqama.

can any one explain me what is the actual procedure in case of expired iqama ??

and how I can check that my new iqama is issued or not ??
