If u meant a public library there r many like " king fahad library in Olaya next to faisaliah tower " ask any body there or the security about the gate . also DQ library in diplomatic quarter "
If u meant bookstore there's jareer many branches in Riyadh .

You can actually go to King Fahd National Library along King fahd road. I used to read books there during my free time. just present your iqama to the security. Enjoy reading
