Travelling to Kiev, looking for lots of info; hope for your help. :)

I have inquired, today, about an appartment, in center, 42M2, at the price of 700$, and this is my first question; is this price reasonable, or would I be better off going there, live in an AirBnB and arrange from the city itself? you can find apartment around 7000 - 10000 UAH per month for long term contract or 600 - 1000 UAH per day for short term

Secondly, I might set up a small business there - should I expect heavy bureaucracy in relations to getting permits for this, or how bad are procedures? very simple and money is talking!
