my brother bought land in bulgaria . not seen it . he did it of ebay .. im investagating as i think its a con .. help anyone . he still paying for it

If he's paid for it and hasn't registered it at a notary - or given someone proper POA to do it for him - then he HASN'T "bought land", he's simply given a stranger a gift of his money!
What kind of land is it and what does he hope to do with it?
