They are just giving you a hard time. As for the renewal, just go to your local immigration office and you can renew it there. Some are now limiting when you can have it renewed with them now. In my immigration office they use to do it every time here. Now they tell me they can do in one time during the year then I must make a border run.
Of course, after you get it renew you must update your info with your local ward police. Hope this helps.
