Is it possible to apply for German work visa from Saudi Arabia?

Thanks for the feedback Beppi, embassy is 350KM away from me, would you be able to reply it in general not specific my origin or Germany e-g:
If somebody's home country is A and he is currently working in country B on work permit, will he be able to apply for work permit in country C directly from country B?

If you cannot call the embassy, maybe they do give the needed information on their webpage?
(I do not know the answer - and I doubt anyone on this forum does.)
