Hi,
i need to renew my passport, i live in Kansas and am Portuguese and the Portuguese embassy responsible for the state of Kansas is in Washington DC. I have Brazilian and Indian friends and both were able to renew the passport by mail but it seems for the Portuguese one you have to be in person and that is extremely expensive.
Do anyone has any experience on this subject?

Every country has it own rules. Call the embassy in Washington and see what they say. It maybe that you have to go in person.
Here where we live in the Dominican Republic I had to renew my US passport and it needed to be done in person. However I was lucky enough to have a US consulate only 40 minutes away and avoided going to the embassy in Santo Domingo.

This is the email address for the Portuguese Embassy in Washington: [email protected] You can write to them and ask for instructions. I can't imagine that you would be required to travel from Kansas to Washington just to renew your passport.
