You need to either:
1) have a work permit
2) have a canadian PR
or
3) have a study permit

it all depends.
item (1) you need to apply for a company that's willing to wait and help you out with applying your permit.
item (2), you initiate it yourself but once you get here you can legally work
item (3), of course you are student and need to graduate first before getting a work permit

there is one other option depending on your nationality. If you are Irish or German, and age between 18 - 35, you may be eligible to come using the
"International Experience Canada – travel and work in Canada" route
