Hello good people!i would like to know if a Kenyan wouldbe required to give bank statement(financial ability proof)flr them to have a tourist visa on arrival in Paraguay.

I'm sorry but to qualify for a visa on arrival, you need to be a citizen of Canada, USA, New Zealand, Australia or China (Taiwan).
As a Kenyan, you will need to get a visa from the Paraguayan embassy closest to you before you travel, which is South Africa if you are living in Kenya.

Honestly it's a bit unreasonable not to have a consulate here I kenya if there isn't an embassy.travelling all the way to south Africa for a visa is..........,

Did you download the file from the link? Maybe you can do it through the mail. Contact the embassy; there is probably a way to do it without travelling.
