A family member fell whilst stepping into boat braking her leg now the the boat owners / operators want copy of passport for their insurance i guess to cover the local medical advice and their car for driving to local med then to hospital
my question is should i hand over a copy of her passport or should i tell them to get their insurance to contact

A copy of her passport is of no value to anyone and no harm is going to befall anyone because someone has such a copy.
Given the lack of any downside save the RP500 a copy is going to cost you, I'd just keep them happy.
