Invitation letter, if needed, you could do. Authorities may want to know where he is when. As for the itself he needs to go to the Philippine Consulate in the country he is residing in.

in algeria. we're planning to meet in malaysia because algerian citizen visa free in malaysia and filipino citizen too.
