I am living in Lithuania and I am looking forward to move somewhere however I can suggest how to make friends here ...
There are quite many organizations such as "Internations", foreign chambers and etc, where you can find expatriates and locals. They are friendly. About internations.org I can tell more and I can invite there to join.
What is more, depending on what you are going to do here, there can be more interesting networking organizations to join.
