Hello all,
I thought I'd share an important info with you: today I went to register myself at the Immigration Office in Timisoara and they didn't ask me for the extrajudicial fee of 2 lei, so now I guess the registration certificate for EU citizens is completely free 
The only unfortunate thing is that I have to come back on Monday to pick up the certificate, I thought the release would be immediate but maybe on Friday it works in a different way

That's good. I have to renew mine on Monday. Paying those fees was always a pain (queuing at the post office, queuing at the CEC, etc) for some paltry amounts.
