how to be valid foreign foreign marriage certificate in brazil if so example Brazilian citIen and foreigner going to a country as a tourist and marry there then that marriage certificate must be certify in that country brazil embassy ? Or take that marriage certificate and certify in brazil ?

you will need to register it in the Consulate Do Brazil where you get married

Embassy has certified my documents and they told me as I'm in Sri Lanka send a letter to my friend that he will collect my documents in brazil embassy in Sri Lanka they told him certify from lawyer so I went today and registered my letter from caterio and got that letter so is caterio is same as lawyer or do I need the letter to be certified from lawyer ?

you only need to deal with the catorio. A Lawyer is not necessary for certification.
