in order to move for work, you need to find an employer who will sponsor you, and they can only do that if you're providing them with skills they can't find/hire in the domestic or EEA labor market. As a cook & waiter that might be quite difficult.

restaurants generally hire people directly that are actually able to start work soon, as waiting for a cook or waiter to arrive for several months (the visa processing time) is not generally how they work. The best way would be if you can visit Iceland as a tourist and actually go to places.

Yes, but you are European so, it's easy for us to find a job in another European country. But, as says ECS, it's very difficult to a non-European citizen to find a job if Europeans people can do this job...
