I want to know if there's any library in Jeddah that let's the people rent books (FICTION) and if yes, then what is the membership fee for it.

There is a free book swap of novels in English within the Jeddah Cultural Center (near Turkish Embassy).
There is also a library with novels and children's books at the British Consulate that you may become a member of.. there is a one time fee (sorry don't remember the cost). Try googling for British Library Jeddah
