Yes you can go from Algeria and he come from France and get married by notary in Tunisia.  You have to go to your embassy in Tunis to get documentation to marry as well as what ever the process is for France.  I just did this though I am American and he is Tunisian.  I have also seen it done with American and Algerian.

La mairie de Tunis donne des infos avec cette mention :
"Attestation du consulat ou de l'ambassade attestant la possibilité de contracter

I am not sure what the french are required to get to marry there since I am American and so was my friend.  I can look into it for you.  Normally it is a birth certificate done within the last 20 days before marriage, any previous divorces, and an embassy statement done in tunisia saying you are free to marry.  USA has to get one at their embassy there.  On the Algerian side ( I know this part well since my friend married an Algerian )  You need your birth certificate, any divorces, and you will have to go to your embassy in tunisia to get proof you are allowed to marry.  There is a doctors visit which you get the form from the embassy and take to one of the approved doctors.  Very simple physical.  When you go to the notary they can stamp everything and you are married.  They will give you a copy of the marriage certificate that he will have to take to file.  Other than that very simple.  It is really very easy.

it is possible for two foreigners to marry in Tunisia.  My friend is American and she married an Algerian in Tunisia.

It is on the other hand very difficult to get married in Algeria.  He would need a visa to go to Algeria unless he holds a Diplomatic passport.  Then if I remember correctly you have to be in Algeria 21 days to marry.

Au risque de vous décevoir, je ne pense pas que c'est possible étant donné que vous n'êtes pas résidents en tunisie (pour vos deux).

Et même si vous êtes résidents, n'oubliez pas que l'Administration tunisienne vous obligera à vous référer à vos Consultats pou donner l'accord ou au moins un document de conformité de votre projet de mariage par rapport à la législation en vigueur dans vos pays d'origine.
