Kansai is not a city but a region that includes many major cities and towns that include Osaka, Kyoto, Kobe, Himeji, Nara etc. Prices vary enormously but clearly cities such as Kyoto and Osaka are more expensive with Osaka being the main city, commercial centre, sea port etc. Most people commute to work from the suburbs so housing is far less expensive there.
