These penis enlargement pills seem to be herbal in nature so are unlikely to be restricted as there is no potential for abuse.
It appears there's a website under the same name you can get them male order. It didn't mention if there is any restriction on order size so small seems fine.
Perhaps other men on the forum have tried these so can assist you, but there does seem to be a small thing in that the other sites where they're mentioned say they are ineffective.
