I am not sure that is possible without a residence permit. Have you contacted any of the banks directly and asked them if they can open account and give you a credit card?

I managed to open accounts without a residence permit by going to the Vergi Dairesi - the Turkish Social Security office - and obtaining a taxpayer ID card.

to be able to get card in Turkey, you have to get residency permit first as far as i remember.
