I have replied your email. You can start a small business with that US$4000 but you have to offer unique products because they are so many retail shops in the country especially operated by foreigners and getting residence permit is become an issue if you have a small business. **
there is a QADKAM consultant in Malaysia they provide the residence permit on there behalf.
