Your need only her valid passport copy.Apply online via MOFA website and open visit visa form that is in Arabic except the all information in Arabic (type her name in CAPITAL LETTERS-English) and take a print of form.Get this form endorsed from Chamber of Commerce office(Fee is SR 25)--They will upload visa on website and then you need to process through approved agent of Saudi Embassy of your own country.

Give it a try though it has very low success chances because of the reason that Mother-in-law is not a *supported* relation on MoFA.
