Yes, it is still operating. Buy ticket and catch the ferry at 5 Nguyen Tat Thanh Street, Dist 4, near Nha Rong Port.

I assume that is 200,000 VND for a 1-way weekday hydrofoil ticket to Vung Tau, yes ? It's a great town there, by the way.
