I would like to know, if I can go to Mexico, with my Brazil Permanent visa, without a visa from Mexico. And, is Mexico part of Mercosur? Thanks

No it isn't ....Mexico is Central America ....Mercosul is specifically South America....you can't travel there to Mexico on an RNE if you need a visa
