i read crime rate there is really high , i want to hear to your experience , and if crimes in all the country or in specific areas

Oh, really? Where did you read that?
I've been traveling around the coast of Uruguay in recent weeks -- Colonia del Sacramento, Montevideo, Punta del Este, Atlántida -- and have neither seen nor experienced anything that would lead me to believe that there's more crime in Uruguay than anywhere else.

The numbeo website you linked us to is for Montevideo only and does not represent all other places in Uruguay.
If safety is your primary concern, you have lots of places to choose from in Uruguay that are not Montevideo.
In Montevideo, the safer, higher-quality neighborhoods such as Carrasco and Pocitos are probably not represented by the citywide statistics you showed us at numbeo.com
