You need to make it clear as to what you really want.
  Do you intend to stay in Paraguay permanently ?, then you would need to obtain residency, and then your Cedula .
  The minimum ammount to prove solvency is $5000 usd, deposited in a bank, while you go through the residency process .
  If you speak fluent Spanish , it is possible to do the process yourself , but involves a lot of  running around from one office to another in a strange city.
You can get a lawyer to help you with this, but be careful who you chose, I know one you can trust.
  As far as coming here temporarily , or on a work visa look at your Paraguay embassy website in your home country.
