Hi HeartDisk,
As you may probably be aware, any sort of permanent body decoration / body piercing is considered 'Haram' as per the Islamic code of conduct.
Hence, for that reason, you will not find any official Tattoo parlous here in Muscat, or for that matter anywhere across Oman.
Perhaps there could be some underground ones in operation, but those would come with a lot of inherent risks attached.
