Is there a concept of Sabbatical for expat employees in Oman - in government and private sectors?

Yes there is.
It is called as 'annual vacation' and is not an indefinite period of time, but rather a fixed period like a month, or two-months, or three-months as the case may be.
There are many (particularly the blue-collar) workers who are allowed to go on their vacation once every two, or sometimes even three years. They get 2-month, or 3-months at a stretch.
White-collared employees usually take a month off on completion of 12-continuous months of employment.
There is no other extended holiday, and certainly nothing like a 'sabbatical' in the true sense of the term.
