Regarding IT infrastructure in HMC, what kinds of technology services are offered?
For example, if an Engineer retires and needs computing resources where would he/she go?

The internet?
Curious, what sort of technology services are available for retiring engineers in your home country? In the US, there is often free internet access in libraries, otherwise, you are on your own to freely choose and pay for what you need, like every other citizen, retired, engineer, or otherwise. I wouldn't expect much more here.

Besides the fact that most people in Vietnam rely on DSL, some apartments will lock you in to dealing with only one provider. I expect that the multinational corporations and banks downtown have some kind of dedicated fast broadband but that is largely unavailable to residential customers.
