Any help finding accommodations that permit cats in Dohuk?

Hello, Expat Forum! 

I'd like to ask your help with a very difficult problem: my good friend will be relocating from the US to Dohuk for several years.  She has tried for months to find an adoptive home for her cat here in the US, but has had no luck.

Now, her only option to save the cat is to bring the cat with her to Dohuk.  In order to do this, she must find an apartment/room in Dohuk before she leaves the US.

My question: does anyone know whether it is difficult to find rooms/apartments that permit cats in Dohuk?

If you know of any apartments/rooms, please let me know! 

The room would have to accommodate one woman and one small cat, preferably as close as possible to the University of Dohuk.  Size of the apartment is not important.
