First I thought maybe you were speaking of Las Vegas... Dry, windy and chilly lately.

By the looks of what I read, it means greed and exploitation, all with an eye to gaining greater advantage when the treaties expire.

Not to sound TOO cynic, but it looks like countries are positioning themselves to get at the resources we'll be running low on in the near future; water and oil. Kind of ironic, really.

I have a copy of, and read, the "Scramble for Africa" by Thomas Pakenham.  A more prosaic and brief history can be found at:

This is the 21st century "Scramble for the Arctic". 

Compare histories. The rise of Authoritarian states, et. al. during and after the scramble for Africa, came two world wars. This is a gross comparison, but for students of history also the details are becoming far too familiar. It does not look good.
