Estate agent finders fee???

I have just seen a place online and sent my contact details over to the agent, they called me, charged me 500ks to view the place. I said yes, paid the owner a deposit and one months rent. It was advertised for 20k pcm then changed to 22k pcm - but never mind I wanted a small cheap place and this was great. However when I had paid the owner he then on the way back to my place of work asked for 7k finders fee?! Wow this seems high or is this normal?

seems that proper communication is lacking. The figures sound ok ie 500 viewing fee, 20k rent, 2000 electricity deposit and 7k agency fee/ finders fee. they should have detailed it well before the transaction but in normal situation the sum is realistic.
