Better you apply through airline. Being a Filipino, that's the easy method.

Tourist Visa to UAE is very simple to get, practically in one day.  Just approach any Travel Agency who has the license to do this.  If you need a few names as reference please send me a PM, otherwise it may be treated as self promotion here.  I am not a travel agency and neither am I related to one in any way.  Your British partner will get a visa on arrival, if his passport is valid for at least 6 months on date of arrival.  For British Passport holder the visa is free of cost for 30 days, and can be renewed any number of times by exiting and re-entry.
