Hola, understand a new law is in effect in CR at immigration office to attain extension of 90 day visa to 6 months, for $100.00 per month, could you provide details , requirements , etc..

No, this a ruling, that only applies to those from countries where citizens are initially provided with a 30 day visa,
It is not guaranteed that a citizen from other countries. such as Canada, USA or England will always be given a 90 day visa, as it is getting more common on re-entries to be give 8 or 80 days, at the immigrations discretion.
