Look for EMT for mobile operator and Elion for landline. EMT has the best coverage in Estonia, others are cheaper though. You can go to any EMT office at every bigger shopping center and get the SIM card in 5 minutes. Just have a document with you if you want a contract, but it is easier sometimes to buy prepaid SIM card, so you do not need any contract. These prepaid cards are sold in newspaper shops like R-Kiosk and bigger supermarkets at customer serving counters.
