There's running groups (of dogs) in Iasi, which meet near any garbage collection site in any neighborhood every night from about midnight and continue running up and down "their streets" until 4:30-5am  Not sure they'd welcome you joining them however, in fact, you'll probably end up at the emergency hospital. 

Ok, joking aside, I'm sure there is one or more around here.  In fact, a quick google search will yield some useful results, and perhaps other members here will have information.  You can always form a group, an Expat-Blog running group maybe
