However when I ring the number they answer and hang up because I can't speak the local language and they won't speak in English, It is very frusterating.

I rang to check the formalities and documents required to request information.

Sorry I don't understand what happened? He was helping me out re info to obtain birth certificate n BBMP.

What has transpired, I'm n the dark here, 1 minute am communicating with him and neXT minute he's gone. He's been a member for sometime going  by his profile.
