VN to issue International Drivers Licenses in Oct. 2015 (+ foreigners)

This may be welcome news to some members.

As always, the Vietnamese government changes policy by tiny steps at a time. The headline should include that this applies "ONLY TO THE VERY FEW FOREIGNERS who have permanent residence."

Don't hold your breath: the law was enacted in Jan 2015 and should have been implemented in August. It goes on and on..::.

I won't drive in Saigon even if presented
a licence because I would become a mass
murderer mowing down and tearing through
those hundreds of tiny bikes surrounding me.
The horns on those bikes are frustrating enough
to make anyone mad.

If so you must learn to drive in Saigon  :)
Within a week you will be a good driver!!

That news site in the OP's post is not what it says in the title.
The facts of the report are only relevant to International drivers licence for "use overseas in over 80 countries"
It has nothing at all to do with foreigners living in Vietnam and using an international drivers licence inside Vietnam.
To me the news site's heading is merely clickbait aimed at foreign readers of that site.
