We are going to China and wish to change some VND to RMB beforehand. Does anyone know if the Bank of China office in Sun Wah Tower (Nguyen Hue St.) changes money without an account? Any other place to change? Thanks,

There are so many Forex kiosks on De Tham, Bui Vien and Phan Ngu Lao streets in Q.1 where you can exchange without documents
