An 'Azad' visa is an illegal entity. I hope you are already aware.
And the Saudi business license can be obtained from SAGIA (https://www.sagia.gov.sa/). Though it will take couple of years and millions of SAR capital. Needless to mention, you'll need to hire an attorney as well.
