Depends on your contract, if it's with the family status then he can be here on a dependent status and the process/payment everything would be held by the employer and if not then you can apply for his visa with the help of the company, but everything will be borne by you including the pain of applying and all.
Yes you can get the cats also here with the proper vaccination documents and other details. Go through the customs website of KSA for more details.
