How does one secure a police background check? I live in Maryland and want to move to Norway in the near future.

What kind of visa are you applying for? I haven't heard people talking about this requirement lately, and a quick scroll through the requirements for an American applying for a skilled work permit didn't show anything about it.
In Iceland they require an FBI background check which takes quite some time but I haven't heard of this being a requirement for Norwegian visas.

Usually Norway visa or residence permit does not require such check !
