Hi 
About buying a ukulele, you can go to Nguyen Thien Thuat street (Nguyễn Thiện Thuật) in District 3 where you can find any type of musical instrument . The shops here not only sell ready-made instruments but also produce musical instruments at customer requests.
About learning that, I recommend that you should go to the Institute Conservatory of music located at 112, Nguyen Du Street, District 1.
That's just my opinion. Hope this helps ypu a bit to save time...
