For the info for expats in HCMC which will be included in HCMC Resident Guidebook, can you guys please tell me where and how expats can learn to ride manual-geared motorcycle and get driving license in HCMC.

The driver's license is covered elsewhere on this site (and probably in the links above). I drive a manual bike, and I learned by first driving an automatic to get used to the flow of traffic, and once I was comfortable driving I just switched to a manual and kept on driving it until I was comfortable with that. The basic idea of the clutch is easy, the only hard part is getting used to using it.
