IDP (Drivers License)

Anyone ever heard of someone using the "Convention on International Road Traffic of 19 September 1949" (United Nations Charter) to drive in Kuwait? 

According to OTA (AIT/FIA information centre) Kuwait is a part of the Charter and does recognize said documents.  Has anyone seen this exercised within the system here and experienced any reaction via traffic police?

I'm driving in Kuwait with IDP but I"m on visitor visa here. Kuwait is in a list of Convention and it should not be any problem. As far as I understand IDP is just translation to other languages what kind driving license you have and it's not valid without original DL. In Kuwait they have restriction for how long you can drive on IDP but I'm not sure about numbers. And if you in process getting residence visa or have one you can NOT drive with IDP. Quite stupid rule but my husband is in this situation now. He is just so happy I came to visit and we can get around. :)
