Yes you can, make sure the vaccination and documentation is proper. Exotic and non domestic pets are not allowed to enter KSA unless used for government purpose. Dangerous and aggressive breed of dogs are not allowed to enter KSA such as Rottweilers and pit bull types. Pets are to be quarantined in an IATA approved kennel.
Required documents;
1) certification of vaccination
2) health certificate
3) import permit
These documents must be translated and submitted in Arabic. And also these documents must be attested by the Saudi embassy at the country/point of origin.
Also all dogs shall be under one of these categories,
1) hunting
2) guard
3) seeing eye dogs
