You need a score of 6.5  on the IELTS  certificate and the certificate must be less than 2 years old.
However, if you have a recognized qualification from a course which was conducted in English only this may be taken into account.
If you have other evidence that you are fully competent in English this will also be taken into account. 

Best to sit the IELTS exam, get 6.5 or better then you are sure of it.

I've got my PR last year Sep. I didn't provide IELTS score. I am Korean from South Korea, and have graduated college in Canada and working for local kiwi company in NZ. I didn't provide IELTS score because of these reasons, and immigration office didn't ask me to provide it. It is not always necessary if you have something to show instead.

yes unless English is your first language or you have worked in NZ for over 12m in English or studied a recognised 2yr qualification in NZ
